Library Assistant I - Circulation - Norrisville

Harford County Public Library (HCPL) is celebrating 70 years of progressive and innovative library service and has been the recipient of The Daily Record's Innovator of the Year Award 3 years in a row and 7-time Library Journal Star Library. HCPL has eleven branches, one administrative office and two outreach vehicles serving over 180,000 registered borrowers of all ages and has annual circulation of over 3.8 million. The Library is committed to connecting people with information and promoting the love of reading within the community.

Work Week: 15 hours per week; Work schedule includes day, evening, and weekend hours.

Position Summary: Performs a variety of clerical duties related to the circulation of library materials, including but not limited to answering phones and greeting and directing customers, checking materials in and out, registering customers for library cards, providing orientation services and explaining library policies and procedures, maintaining accurate customer accounts; performs other duties as assigned. Meets minimum public service hours as defined by Library Administration.

Essential Functions:

Position Functions:

1. Checks materials in and out;
2. Answers phones and greets and directs customers to appropriate areas;
3. Registers customers for library cards;
4. Provides orientation to library users and explains library policies and procedures;
5. Maintains accurate customer accounts;
6. Calculates and collects fines and fees, records monies collected, and issues refunds to customers, as appropriate;
7. Maintains and files customer requests;
8. Informs customers of library activities, rules and services;
9. Assists in promoting special programs and services to encourage greater use of the library;
10. Instructs customers and volunteers on the use of library equipment, i.e. copier, TV, VCR, cassette/CD player;
11. Operates equipment such as, cash register, debit/credit card machines, receipt printers, etc., to carry out customer service responsibilities;
12. Prints Pull Item Lists and routes materials to appropriate branch;

Standard Functions:

1. Serves on committees and participates in workshops, seminars, and training as requested;
2. Represents Library at various outreach activities, as needed;
3. Notifies Supervisor with suggested ways to improve the efficiency and effectiveness of personnel and procedures and system-wide goals and objectives;
4. Maintains good public relations with the community through contacts with public officials, community leaders, volunteers, Friends of the Library, appropriate school personnel, and the general public;
5. Learns new skills and technologies to retain proficiency in areas of expertise;
6. Is dependable and punctual;
7. Maintains a positive, friendly, and cooperative attitude and provides consistent customer service;
8. Upholds all library policies and procedures as defined in Harford County Public Librarys Policies and Procedures Manual;
9. Completes time sheet and other necessary forms and reports accurately and in a timely manner;
10. Performs other duties as assigned.

In addition to the specific duties and responsibilities of this job, it is the responsibility of every employee to comply with the Harford County Public Library Values statement, customer service guidelines, and all other policies detailed in the Policies and Procedures Manual.

Qualifications
Minimum Requirements:

1. High school diploma or G.E.D.;
2. 6 months or more related experience.
3. Ability to work day, evening, and weekends hours.

Knowledge, Skills, and Abilities

1. Knowledge of circulation departmental policies and procedures;
2. Ability to learn to operate relevant computer systems, including hardware and software, and office machines;
3. Ability to learn to maintain and organize library materials;
4. Ability to receive and handle monies;
5. Ability to prepare and maintain accurate records;
6. Strong communication skills, both verbal and written; and

Reporting Relationship: This position reports to a Supervisor I Circulation or Circulation Manager I.

Work Environment:

Work requires moderate physical effort in the handling of light materials, up to 60 pounds, in non-strenuous work environment. For example, pushing/pulling of library carts to move library materials within the department, sorting and shelving library materials, and loading and unloading delivery bags.

Work also involves standing or walking up to 80% of the time.
Observes safe work place practices with uncluttered workspace, including office equipment, avoidance of trips and falls, proper lifting techniques and following fire regulations.

Ability to travel to branch/outside locations, as necessary.

Employees who work less than 37.5 hours per week are categorized as Non-Exempt for purposes of establishing eligibility for overtime pay under the Fair Labor Standards Act. Compensation for overtime must be in compliance with the Personnel Policies and Procedures Manual, Wage and Hour Law, and the Fair Labor Standards Act.
